Dr. Mishra's extensive professional background includes: Former Union Labour Secretary to the Government of India, where he played a pivotal role in shaping labor policies and ensuring workers' rights. Senior Adviser to the International Labour Organization (ILO), Bangkok, contributing to global labor welfare initiatives. Special Rapporteur, National Human Rights Commission (NHRC), New Delhi (2006-2011), where he addressed critical issues of labor and human rights violations. Special Adviser, National Commission for Protection of Child Rights, focusing on child welfare and development. Member of the Delhi High Court Committee investigating labor rregularities during the Commonwealth Games. Additional Development Commissioner, Government of Odisha, and Secretary, Department of Panchayati Raj, Government of Odisha, where he worked to trengthen grassroots governance and rural development.

Trustee, Dharama Foundation
Dr. Golakbihari Nath, a former Principal of Gandhi Mahavidyalaya, Rourkela, is a renowned scholar and advocate for the rights of marginalized communities. With over three decades of contributions to the Indian Journal of Labour Economics and several influential publications, he brings a rare blend of academic rigor and grassroots experience to his leadership at Dharama Foundation.
Dr. Nath’s work focuses on addressing critical issues such as labour market instability, informalization, and the exclusion of workers from social security frameworks. His research also examines the disconnection between GDP growth and meaningful employment opportunities, calling for reforms that prioritize equality, labour standards, and trade union rights.
Through his unwavering commitment to justice, Dr. Nath envisions a more inclusive and equitable economic framework where all workers can live with dignity, security, and opportunity.
Mr. Rakshyakar Anupam,
Managing Trustee
With over 20 years of leadership and grassroots mobilization,
Mr. Rakshyakar Anupam has been a transformative force in organizing unorganized workers across Odisha. His tireless efforts focus on ensuring social security, sustainable livelihoods, and labor rights for marginalized communities.
Mr. Anupam holds a Master’s in Political Science from Utkal University and a P.G. Diploma in Rural Management from IGNOU. He has also undergone specialized training at the V.V. Giri National Labour Institute, equipping him with expertise in emerging workplace health issues and labor welfare policies.
As a researcher, Mr. Anupam has conducted impactful studies on topics such as the socio-economic conditions of bidi workers and the social security systems for construction workers. His work demonstrates a deep ability to identify systemic challenges and propose evidence-based solutions to improve the lives of unorganized laborers.
Mr. Anupam has been currently serving as the National Convener of the National Alliance of Independent Labour Unions (NAILU) and Managing Trustee of the Dharama Foundation.

Mr. Sambit Mishra brings a wealth of expertise in report preparation, documentation, and training to his role as a Trustee of Dharama Foundation. With a Master’s degree in Mass Communication from the National Institute of Social Work and Social Sciences (NISWASS), Bhubaneswar, he combines academic rigor with practical skills to support the foundation’s mission of empowering marginalized communities.
Mr. Mishra’s strengths lie in effectively documenting ground-level initiatives and crafting impactful reports that highlight the Foundation's efforts. Sushree Subanti Khadia is a dedicated mobilizer and tribal entrepreneur who has played a pivotal role in empowering construction workers across Odisha. Her tireless efforts have led to the successful formation of over 250 construction workers' committees at the village and slum levels. These committees provide a vital platform for workers to advocate for their rights, access social security benefits, and build stronger, more organized labor unions.
Sushree’s work has been particularly impactful among marginalized and tribal communities, where her initiatives have improved livelihoods and fostered greater economic and social inclusion. Her leadership, vision, and unwavering dedication to social change continue to inspire and uplift vulnerable workers, making her an invaluable part of the Dharama Foundation’s mission to promote dignity and justice for all.
